INTRODUCTION
The specifics of the institution as a form of commercial enterprise is that the vast majority of its resources is not formed due to own and attracted funds. The ability of banks to raise funds are not unlimited and regulated by the central bank in any state.
Commercial Bank has an opportunity to raise funds of enterprises, organizations, institutions, public and other banks in the form of deposits (deposits) and the opening of their respective accounts. The attracted funds by banks varied in composition. Their main views are funds borrowed by banks during work with clients (deposits), funds accumulated by issuing its own debt (deposit and savings certificates).
The most important component of the entire banking policy is the policy of the resource base. The formation of the resource base in the implementation of passive operations of the bank has historically played a primary and decisive role in relation to its active operations. The bulk of bank resources, as it is known, is formed in the course of deposit operations of the bank, the effective and proper organization of which depends, ultimately, sustainability of any credit institution. In this regard, the issues of capacity-building resources and ensuring its stability through effective management of liabilities are of particular urgency and relevance.
It should be noted that the formation of the deposit policy in our country have been neglected. This was due to the fact that the demand for banking services is much higher than supply in the high inflation and the availability of cheap resources - all of these conditions ensures a high rate of return of banking operations, changing the very nature of their risks. Reducing the rate of profit and loss of traditional sources of income as interbank loans and transactions in the futures exchange market has made the formation of deposit policy of commercial banks in terms of optimizing the structure of borrowed funds and reduce interest expense on him the number one issue.
The aim of the research is to develop proposals for improving the deposit policy of commercial bank in the strengthening of its economic stability
